Sabail is Baku's oldest district, on the Caspian shore (29 km2). It holds the Old City (Icherisheher, UNESCO), the Maiden Tower, Baku Boulevard, Fountains Square, Nizami street, Government House, embassies and 47 hotels, plus the Bayil, Badamdar and Bibiheybat settlements.
