The European Union has cleared the way for Ukraine and Moldova to advance in their accession negotiations with the opening of Cluster 6, which focuses on foreign policy matters. The move represents significant progress following Hungary's approval on 3 July, ending a period during which Budapest had blocked negotiations on earlier screening results for clusters 2 through 6 affecting both nations.
The formal opening of Cluster 6 is scheduled for 14 July during a General Affairs Council session in Brussels. EU member state ambassadors made the decision on 8 July to dispatch official letters to Ukraine and Moldova requesting their negotiating positions on the cluster. This procedural step paves the way for the EU to finalize its collective negotiating framework, scheduled for adoption on 10 July.
Hungary's consent represents a crucial turning point in the accession process. The country had previously withheld approval for the release of screening results related to clusters 2 through 6 for both Ukraine and Moldova. By lifting this blockade, Budapest has enabled both nations to progress further in meeting the EU's formal requirements for membership.
The opening of Cluster 6 signifies growing momentum in the EU's engagement with Ukraine and Moldova at a critical moment in their geopolitical trajectories. As both nations work to align their foreign policies with EU standards and requirements, this negotiating cluster will examine their conduct and alignment in international relations, diplomacy, and security matters. The successful navigation of this stage represents an important milestone in both countries' paths toward closer integration with European institutions.
